Remember to separate out the step of deciding about content from executing on a transformation — keeping this clearly different allows for a variety of optimizations. Be careful, except in the case of small sites, to avoid doing the estimation of effort manually.
Chimera allows you to assign an effort to a disposition, so if a rule is defined for a particular disposition then an effort level will also be computed. Then this can be sliced/and diced by any other information also in Chimera.
